I just got a couple insurance quotes today - around $230/month for the first year, then it drops to around $130/month next year. Not so bad, I'm definitely seriously thinking about it.

250 is a pretty good place to start. You really don't want to have a whole shit ton of power to begin with. I know that sounds kinda lame, but until you've experienced it I don't think people really realize how much fucking GO those crotch rockets have. I wouldn't go above 600 for your first bike, 250 would be even better IMHO.
250 is enough to make you faster than most cars on a light bike like that.

You might get tired of it after awhile, but I'm a safety nut, so I'd say start low and increase the dose slowly

OK thanks - that's what I wanted to know. Sounds like a 250 is a great place. There's a few of them used around here for $2000-3500 depending on the year and accessories.

The kind of bike you get should depend on how many years experience you have riding. Starting when you were a kid, how many years experience do you have, and how many different kinds of bikes do you have experience with?
The term 'crotch rocket' went out like 15-20 years ago. It is almost a derogatory word. The word you would use for that style of bike is 'sport bike'.

Motorcycles? I have ridden on the back of a motorcycle once when I was like 10. As for cycling, I'm a very good, very experienced cyclist, but I assume there's not much crossover.

IME you will want something bigger than a 250 after a couple weeks. Seriously, a 250 is just 
I suppose if you have never ridden a bike before, a 250 might be an ok idea, because you won't have any power so you'll be less likely to kill yourself, but my buddy who has never ridden in his life started with a 400 and after a month was complaining about needing more power. If you have ridden before... a 250 is just gonna be really weak.
I started small (500cc) and it was fine for a few months, but I got the urge for more power right away. I grew up riding/racing dirt bikes, though, so maybe the experience makes the difference. I couldn't imagine starting with a 250....
Maybe go around to some dealerships and test ride some different sizes.
I've got an 800 now

Yeah, advice was based on RP having no previous riding experience. I imagine experience with dirt bikes helped you a lot.

I'm looking to have some fun, and also to have cheap transportation. I will be using it within the city (traffic), and also to just rip around a bit. I don't see myself going over like 130km/h for a while, can a 250 do that?

It's possible to start on any size or power of motorcycle IF you get properly trained, but generally speaking you can't go wrong starting with a small, low-powered bike. Kawasaki Ninja 250 (or 300) or a Honda CBR 250 are both good beginner's bikes.
Sure 250's suck on the highway, but then why would you take ANY motorcycle on the highway except for commuting? People who get bored with their first bike because it's "not fast enough" or "not powerful enough" just plain haven't learned to ride and they want a bigger engine to compensate for their lack of experience.

I'm not financing the bike, that is just the cost for males under 25 with a learner's permit. The difference between liability coverage and full coverage is ~$20 a month.

Lol that is such and ignorant statement. You just sound like a scared rider who can't ride the highway and is afraid of getting his bike up past 100mph.
I've got an 800 now, and it is awesome. It's a bike that gives me all the power I want, with a little to spare.
@OP, yes a 250 would be fine for just city riding so long as you aren't too big of a dude. If you don't plan on going too fast, or hitting the highway, then a 250 will be fun to start on.
I forget that a lot of people get scared on the highway, and TBH you should be pretty confident with your riding before getting too crazy. I lost a pretty good buddy last summer because he was inexperienced and got too much of a thrill from having 600ccs to throw around.
I'd still recommend test riding a few bikes out first. And a word of advice, if you do get that need for speed, keep it out of the city. Every rider I've known who has died, it was because they were hitting 90+mph speeds in the cities. The only place I go fast is on the highway.

I do plan on riding my bike on the highway to commute about 45-60min every once in a while, even a 200km drive here and there.
