What year was that? I've heard the standards used to be non*existant, but have strengthened in recent years. I can't personally attest to any of that, though, as I've never been.
Right now, I'm planning to apply through a recruiting company who does the backend work (housing, matching me with a school, orientation). I really dont know what to expect from the school itself, as I've read both horror and happy stories. I'm hoping since I'm going thru a middleman, the school will have to meet their standards (eijguess that would be a good thing for me to ask the recruiter).

this was January before last. I think they do look at education a fair bit in most desirable places in Thailand, but I think as long as you have said credentials, it doesn't really matter how well you actually speak English. This was the impression I got though. I think you can still find jobs with a TESL and no degree, but it isn't likely to pay well or be in a part of the country that is desirable to foreigners. Out in the boonies in Isaan or something.

I actually got my job through a friend who lived in this particular city. Some of the cities in Taiwan have facebook pages where English jobs are posted.

The TEFL certification was really easy to get. I only did a 50 hour course, but it may be better to do the 100 hour one, especially if you don't have a bachelor's degree.
I don't think going through a recruiter is a terrible idea. I would expect the first job to be rough regardless of if you go through a recruiter or not. I had a difficult time at my first job because I was just thrown into the classroom without any training and have never had a Taiwanese co-teacher to help me! Also, most people don't stay at their first job past the first year.
