Neem oil burn?
I know I burnt some infant pere leaves with the neem oil.
I noticed these black areas of my trich today. I thought it was some mold that has been unseen. Upon cutting the top off there does not seem to be internal damage.
So I think it is a combination of too much neem oil and stress?

IME neem is bad for pereskiopsis, trichocereus, and most every succulent I've used or gotten it on. Someone told me that it clogs the pores and the cactus can't "breathe". I won't use neem systemically or foliarly on my succulents. If pests are the problem wouldn't insecticidal soaps or spinosad do the trick?

I have never had an issue and I almost solely use neem and essential oils on my plants Maybe if wasn't diluted enough or something.

If it's not causing rot then yeah they should outgrow it. They will likely have some physical blemishes but those are hard to avoid sometimes.

If the spots seem to grow then maybe fungicide or something could help if it's some sort of skin disease or growth. Hard to say though.
I wouldn't worry much unless they spread or cause any rot. Almost looks like weeping rot maybe but that's black usually and more common on bridgesii.

Looks like the poor guy copped some mechanical damage...
Not to sure about the neem but horticulture/white oil spray will tend to burn your plants if left in the sun after application but this looks like weeping rot from being damaged. I'd just wait it out and see what happens.

This is the point of oil treatment. Soaps won't be as effective against scales and stuff that have there own protection. It smothers the breathing hole, forcing them to let go of the plant and essentially kill themselves because of exposure to environmental stress.
Oil treatments shouldn't be used on anything that could easily be removed from the plant such as mites or meelys but for pests that create stationary homes and bed down into the plants flesh itself.

I so want to preform surgery on it but I know it is best to wait
Was reading about people saying to take an old toothbrush with sulfer to it etc. Cutting out the wounds and hitting with iso etc.

I think light neem oil or essential oil sprays are a good preventative measure, I have yet to notice any burns or anything 
Could just be because where I live isn't nearly as sunny especially half the year +

What are you preventing?
Unless you have had troubles with a specific infestation I wouldn't be try to implement preventive measures. Continued use will dissolve the waxy coating of the skin making your plants weaker more susceptible to sunburn and insect infestation in the long run.
Maybe it's doing such a good as a preventive because there wasn't a threat of infestation in the first place..?

Well whenever I ignore them for too long something creeps in, especially in the fall when I have to move them all into a heated greenhouse for months. That's when I really worry because once an infestation starts it's a serious pain to eradicate it from even a smaller greenhouse IME. I mostly leave em be but whenever I see signs of pests I like to do a light spray.
Before I started spraying I definitely had way more bug issues, like I said especially in the fall they love the warm greenhouse full of tasty plants

Haha yes, a greenhouse is another story!
I didn't mean to question your technique, but like I said before I'm a fan of letting nature do its thing and I would recommend doing so whenever possible.
It is a bit hard in an artificial environment though.
Bugs are a part of growing the problem is full blown infestation.

About 6 years ago I burned put strong mix of something or another on my cacti and looked like that vatman. Mine plants healed with time. Now I focus on providing the healthiest soil and environment I can for them. Yeah easy access to oz clones must be niceeee
