Unfortunately while our state has allowed us to obtain medical marijuana with a doctors prescription, it has made all synthetic cannabinoids illegal to posses and sell even with a medical marijuana license. This is how I read the law, and also my caregiver. This quote below is from the link you posted. I have been inquiring about this at my compassion club also, and they haven't given me a definite answer yet, but so far all first impressions is that they would be considered illegal. I will post if I hear anything different.
My own thought on this is say a cop did find you in possession of UR-144 powder, and say it was 'legal with a med marijuana prescription', and also lets assume you have a medical marijuana prescription. I do not see the cop believing anyone about what the powder is, until after they've arrested you and tested it. There first thought is that it is going to be cocaine or meth, at which point there not going to believe anything else that comes from your mouth. That is just how I feel the "scenario" would unfold. In this scenario you would be released without further charges, but you would still ne locked up till said test is complete and probably would forfeit any bail you posted.

(i) Any compound containing a 3-(1-naphthoyl)indole structure, also known as napthoylindoles, with substitution at the nitrogen atom of the indole ring by an alkyl, haloalkyl, alkenyl, cycloalkylmethyl, cycloalkylethyl, 1-(N-methyl-2-piperidinyl)methyl, or 2-(4-morpholinyl)ethyl group, whether or not further substituted on the indole ring to any extent and whether or not substituted on the naphthyl ring to any extent. Examples of this structural class include but are not limited to: JWH-007, JWH-015, JWH-018, JWH-019, JWH-073, JWH-081, JWH-122, JWH-200, JWH-210, JWH-398, AM-1220, AM-2201, and WIN-55, 212-2.
