On camera...

Much to my dismay I have a terribly nosey neighbor, he set up a camera at the end of his property pointing directly towards my parking lot and walkway. I assume this is completely legal to do, since its his property. So I was wondering if I can set up a tarp running 8 feet along my property to obstruct his view of me and my friends(this is a last resort). I feel like I am being watched whenever outside, so much its causing psychological distress. First I will kindly ask him to move the camera(and speakers) but, he is an asshole, so I doubt he will. So what should I do? What's your opinions? If he keeps this up I am going to purchase a camera and set it up on a pole overlooking his yard and pool in spite of him. I'm sure he will not like this role-reversal but ill mirror his mentality.

First of all, there are cameras EVERYWHERE in today's society. Hell with satellites Google is able to look directly into your windows. I'd bet that there's a bunch of cameras that have been there for a while that you simply didn't know about. You're always on camera in today's day and age; the only difference between your neighbor's camera and all the rest is that you can clearly see his. With a fiber optic cable a camera lens can be reduced to the size of a pencil eraser. So smile a lot when you walk around.
Now, why did he set up the camera? Is it to specifically to watch you? Furthermore, if it's a clearly visible camera, it might be a fake. If I was to set up a real camera, I would make sure that it was fairly well hidden.
I set up a fake camera outside like that because some fuckhead from the apartment complex next door stole some of my shit when I first moved in. Since then I've had only one more incident.
This is the kind of shit that I'd be more concerned with:

I'm not resisting, but I don't consent to any searches.

Although it is on private property, if you have enough evidence, you could get a civil stalking injunction if you can prove that your neighbor is trying to do it to harass you. The distress part is a significant factor in granting the injunction, which would make it a crime for him to contact you or bother you, but it may be his right to keep a functional camera on his property, because there is public property between his and yours.
I'd setup that tarp. It's your personal property, so go for the privacy shield, see what happens. Worst that happens is you aggravate him and then have greater cause for an injunction.
I don't see the point of setting up your own camera, invest in some bright lights, so all his camera sees is blinding white light.

A tarp is a pretty trashy solution. Why not just build a massive fence, something like 10 feet.

+1
My Dad once put up a tarp like you're talking about, and got a borough ordinance for erecting a structure without a permit!
(Of course, that @$$hole neighbor blew him in for this).
My vote is for a tall hedge:

A tall hedge would be a great solution. Though I can imagine that would possibly be a bit pricey. Especially if "tarp" was the first solution you went to...
But yeah, something like this would bother the hell out of me. Especially if you're not on good terms with them, or really don't know them well / at all.

Yea, an 8 foot hedge would be out of budget, especially considering he will easily move the camera to another place. I guess I will have to live with it, although its quite annoying. Perhaps if I can find a cheap American flag big enough(like one made in China), I will put it up on poles.

Bad idea. That'll just piss him off, and he'll just put one up somewhere that you can't see it, a hidden camera, or perhaps out of a window.
