Can I perform Surgery???

I'm pretty sure, like 90% that this little patch of dark green
mold in my grow bag isn't supposed to grow there. Is it possible
since the bag hasn't came close to fully colonizing that I could
possibly cut open the bag and remove the moldy part, and reseal it
and the mycelium will continue to grow healthy until it's ready
to fruit what are my chances?

You can try that but chances are very low. Better doing it in a sealed environment.

The problem is that if you try and remove the green mold you may end up spreading it onto the rest of crap. By removing the green stuff you can actually cause it to reproduce even faster. Basically this means you are screwed. There is a trick when you have green mold on a casing. You are supposed to put baking soda on it and it usually does the trick. However since this mold is in your grow bag, I don't think you have much hope except for starting over. Sorry.
