Is having RCs in liquid in a vial Intent to Consume?

We've all heard that laying RCs on blotter represents an intent to consume and defeats your defense against the analog act for unscheduled RCs. Does dissolving the chemical in ethanol and possessing it in a vial in liquid form also represent intent, or are you in the clear?

Why would you want your RC in ethanol?

An asshole cop or prosecutor could try to argue anything, I guess. However, there are legitimate scientific reasons for having a chemical in solution.
Why you would have said solution on your person at a given point, stopped by the police, would be another matter, entirely. I'd just make sure you have good answers to questions like that, were you to be asked.

Yes obviously traveling with drugs is stupid. The only time they should travel... is from the post office, to your house.
But what I'd like to know is what happens if the police serve a warrant at your house and find a small vial of RC/ethanol tucked away somewhere? Assume no other drugs or paraphernalia exist.

...Intent to Consume is an actual term now? I think I missed something. I always figured it went straight to Intent to Distribute.
I have been away too long. If I am correct, any RC phenethylamine or tryptamine that can actually be contained in potent doses on blotter is already scheduled by association, no? Regarding federal charges, that would be a rather blanket association to the actual charge, no?
