mycelium not growing... why?

I have done about 20 popcorn quart jars, and nothing is growing at all. Maybe someone can make suggestions.
I did 10 like this: soak 24 hrs, boil 1 hr, dry 30 min, jar, 15psi pc 1 hour, inoculate with syringe (1ml/each). These have been sitting in a moist chamber for about 2 weeks with no sign of anything. I opened one up and it was moist at best... probably a littly dry but I have no idea how to check.
I did 10 more like this: soak 24 hrs, boil 1 hr, dry 5 min, jar, 15psi pc 1 hour, inoculate with syringe (1ml/each). (Only difference is the type of corn, and didnt let them dry as long)
These have been there for about a week with no growth at all.
Room is about 72-75 degrees, dark. It is very dry here, but I keep it humid in the chambers where they are sitting.
The jars each have a 3/8th hole in the top filled with polyfill, and are filled about 4/5 full.
I ordered the syringes from someplace online (B+ strain)
What could I be doing wrong? Could the spores I got be 'dead'?
Thanks for *any* advice.

One milliliter per quart jar is kinda skimpy and will take a little longer to colonize. Your temperature is also a bit low, should be closer to 85F. This will slow things down too, but it should still work eventually.
Give it more time and next time, use four or five milliliters per quart and shake.

First tell us how long ago you inoculated the jars. If it's three days ago, don't panic. If it's three weeks ago, it's a whole different story. Remember: patience is not only a virtue in this hobby: it's a vital ingredient!
Then let me check: did you let the jars cool down after pressure cooking them? I assume so, but if you didn't: start all over.
And, I repeat: be patient. Colonization times of up to six weeks are a real test for your patience, but they are no exception.

No contams yet. The first batch has been sitting there for about 2 weeks The second for about 1 week. No contams yet. Everything still looks the same. I'm looking into a good way to get the temps up, thanks Also I might not have let the jars cool enough after pc'n. I let them cool till they were warm, but not room temp. Whoops! :/ Is that mean they aren't going to work? I will use more inoc next time, its just I only had a few syringes for 20 jars, so I'm trying to preserve as much as possible. Thanks all for the great tips!

Yep, you very likely killed the spores. If the jars were still warm to the touch, they were much warmer inside. The good news is that the jars, if they haven't shown signs of contamination, are probably still good. Re-inoculate them and give them a shake. With any luck, they'll start growing in a few days.
Remember: patience and discipline is very important in mushroom cultivation. Next time, let the jars sit overnight.
Good luck!
