The rolling ball doesn't create electricity, so you would need to find a material that converted the kinetic energy of the rolling ball to electricity at 100% efficiency to make a perpetual motion device.

Its been done before, Im sure it could be done again. Maybe "perpetual" isnt the right word. "Near perpetual" is a much better word since no perpetual motion has been proven that exists

Why? The amount of energy generated through friction (the usable energy) is negligible. Especially in a low-friction device that would keep rolling for a week or more when it's started.

Well, its very beautiful at any rate. Not useful but nice to look at.
Maybe if I needed somewhere to keep a ball bearing from getting rusty...

Friction? Dude 
You could create a little switch it rolls over that could spin a turbine and generate electricity. And scale? Do you think the hoover dam prototype was first built on its current existing scale? It was a little model they probly tested under a running faucet
