So you've never read the 10th ammendment then?

Hmm, this sounds like it could be a step towards the negative income tax idea that was proposed by Milton Friedman in his book Capitalism and Freedom (1962). But it will only work if it's completely without any conditions at all. Otherwise the conditions will be abused by people to maximize their benefit. If it's not flat it will only reduce the incentive to work for money.
