This tub has been colonizing for almost 3 weed and growth really seems to have slowed down could i fruit this yet or is it still not colonized enough ?

Hm.. 3 weeks and it's only that far in eh? I think you may have too much moisture in there. It's either that, or a contam issue in my estimation (or both).  If it's the latter, it's probably not too salvageable.

One thing that can be done when dealing with overhydrated bulk subs, is to take the lid off for a day or two until the substrate dries out enough for the myc to finish up. It's not ideal when one has to do this, since it brings a lot of fresh air to the colonizing substrate, but you're better off doing that than leaving it too wet.

i put the lid kinda half on for the night see if i can get rid of some of the moisture

Is the surface up the substrate heavily wet, or just
water droplets? The condensation on the sides of the
tub are normal. How large is the tub, how deep is the
substrate?

it smells good the sub straight is about 4" deep i took the lid off overnight and now ill see if it continues to grow if this doesn't work ill try adding very on top thanks for the great advice guys
