Every molecule has variable bonds, but not in the way you seem to suggest.  Beyond vibrations/stretching, the equilibrium position of the bonds will change with charge of the constituent atoms, but one water molecule of neutral charge will be the same as another water molecule of neutral charge with the same atoms.

Well, your not using standard jargon or plain english, and its hard to understand what your talking about (which you've not clarified).  The fact that you think bond angle variability is controversial suggests you don't have an understanding of first semester chemistry- ROH bonds will be at a number of different angles depending on the R group (and charge).

i believe in evolution. i think we are the descendants of the people that didn't commit suicide. therefore every time we prevent someone from committing suicide and give them more time to procreate, we are increasing the amount of suicidal people in the future.  i believe the same rule applies to abortion.  even if gods real, there is no denying evolution!

We need to think for the future!  every person with risky tendencies that gets saved because the government forces them to wear a helmet and seat belt is likely to have kids with similar risky tendencies, therefore requiring more control.  We are breeding a fucked up world!
