Those are Amanita muscaria var. formosa, the yellow capped variety of the Fly Agaric. They are considered poisonous, although death is very unlikely.
You will hear a lot of different opinions on how good they are as actives. I know several people personally who have tried them, and all of them say they wouldn't try them again. You will probably hear from somebody out here who will claim they were the greatest thing ever.
If you decide to try them, try a small dose first. That way, if you don't like it it won't be too bad.
I will note that this mushroom, added to the cases for Amanita pantherina (another Amanita with similar toxins), is responsible for the second most number of poisonings ending up in emergency rooms (behind Chlorophyllum molybdites). Most of those cases were people who thought they would get high by eating them, then decided that the symptoms were so unpleasant that they should get to an emergency room.
