No perlite or anything? You should put an inch of perlite on the bottom that is slightly damp (not dripping). That should provide you with enough humidity for a few days, and when it drops, spray the sides of the terrarium and the water will drip down into the perlite and rehydrate it.
You can spray the sides of the rubbermaid now and then go out and get perlite later (like 3 bucks for more than you will need most likely), but you will lose humidity much faster without perlite.

Well just make sure the perlite is kinda moist and you should be fine. If your perlite is mostly moist and your hygrometer reads 80 then it's wrong most likely.

put a heat source under your grow chamber, something like a heating pad should work. The heat will make the water evaporate faster, and warm air always holds more moisture than colder air.

It may be 80 in your room, but you should know the temp in your chamber. Cool moisture released into the air makes the air colder, so in order to keep the air temp at an ideal 70-75 degrees you need to make sure your moisture is the right temp too. If you were using an ultrasonic humidifier like my evil twin, the air coming into the chamber would probably be too cold because ultrasonics only use cool water, and this temperature drop would need to be compensated for.

if you can see condensation around the container then that should suffice, don't worry too much about getting it exact. most likely you will have too much humidity. Better to have slightly lower humidity than too much.
