For a year? Yes it would. Unless she put preservatives it would go bad. And it wouldn't keep that read color. The they would oxidize since she's opening the jar again and again to keep adding menstrual blood. It would definitely end up contaminated.

Open up a container of sour cream or any other nutritive substance, open it for a minute or two every month, and see how long it takes to start growing something.

It wouldn't last a year, but donated blood can be kept around 6 weeks at 35 F (I think). Of course it's not exposed to air every 4 weeks or so. I've never tried to store blood, I have no idea how long it takes for growth to start colonizing in a medium of pure human blood. I wasn't trying to imply her menstrual blood would be fine for a year in the fridge, just that storing it in a lower temp would retard some of the growth. Besides, if she really does bake it into cookies it's probably not very harmful to her.
