Gunmen Kill Israeli Girl After Truce Talk

JERUSALEM - Palestinian gunmen who crossed from the West Bank killed an Israeli girl and wounded her sister, just minutes after the Palestinian premier met with militant leaders and failed to persuade them to stop attacks.

As part of a cease-fire package, Palestinian Prime Minister Mahmoud Abbas offered the militant Hamas a political role in his government, a participant in the Tuesday talks said, but no agreement was reached.
The shooting late Tuesday threatened to ignite another round of attacks and retaliation, further endangering the already wobbly U.S.-backed "road map" peace plan.
Secretary of State Colin Powell (news - web sites) is heading for the region over the weekend for high-level talks aimed at salvaging the peace plan, two weeks after President Bush (news - web sites) launched it at a summit in Jordan.
Violence has marred the intervening period, as efforts by Egyptian mediators and Palestinian Prime Minister Mahmoud Abbas to persuade militant groups to halt attacks against Israelis have so far not borne fruit. The meetings are to continue through the week, and Egypt plans to invite the various factions to Cairo to finalize an accord.
But the death of the girl in the shooting attack drew an Israeli threat of retaliation.
"The Palestinian Authority (news - web sites) is talking with everybody, is talking with the Hamas, is talking with the Americans, talking and talking and doing nothing in order to stop this bloodshed," Israeli spokesman Avi Pazner said. "If the Palestinian Authority continues to do nothing, we will take all appropriate action to make this bloodshed stop."
The shooting took place just inside Israel, close to the West Bank town of Qalqiliya. The military said gunmen used a water passage to get around a protective wall between the West Bank and a main north-south highway and opened fire on the car, carrying a family of eight. The assailant then escaped back into the town.
A 7-year-old girl, Noam Leibowitz, was killed, her 5-year-old sister seriously wounded. Two other family members, a child and grandfather, were slightly wounded, the military and rescue workers said. There was no immediate claim of responsibility.
The military imposed a curfew on Qalqiliya and searched for the gunmen.
The week after the June 4 launch of the "road map" plan for an end to bloodshed and creation of a Palestinian state by 2005 was marred by Israeli air strikes and a Hamas suicide bombing in Jerusalem, killing and wounding scores on both sides.
One failed helicopter strike last week targeted Abdel Aziz Rantisi, a Hamas leader. Hamed Haboush, 45, a bystander wounded during the attack, died Wednesday, the fourth person to die in the attack.
Until the highway ambush, however, there had been four days of relative calm.
Before the shooting, the outline of a truce deal was taking shape in the intensive talks in Gaza, but there was no guarantee that either the militants or Israel would agree to the elements.
Sources close to the talks said a key plank would be an Israeli pledge to stop killing militant leaders. Hamas and other violent groups also demanded Israel release thousands of Palestinian prisoners.
In exchange, the militants would declare a "hudna," the Arabic term for temporary cease-fire. Israelis charge that a hudna would allow militant groups to regroup and rearm.
Israel has been demanding that a cease-fire be the first step of a crackdown to dismantle the groups. Israel TV reported Tuesday that Israel would accept a cease-fire of three to six weeks. Israel officials were not available comment.
Abbas has said he would not order a crackdown, but prefers a voluntary cease-fire.
Abbas held three hours of talks late Tuesday in Gaza with militant leaders, but no accord emerged. Participants said talks would continue.
Ismail Abu Shanab of Hamas said Hamas leaders were "still discussing this subject within the movement and have not yet made a final decision."
Powell was headed to Israel on Friday to meet with top officials in a visit that proves the U.S. commitment to the peace plan, Israeli Foreign Minister Silvan Shalom told Israel Radio.
Speaking on his way to Cambodia, Powell lent support Israel's demand for a crackdown.
Ultimately, Hamas and other terrorist organizations "will not only have to stop these terrorist attacks. We have to eliminate their capability to do so," he said. "We have to come down hard on organizations such as Hamas."
Also Tuesday, Palestinian security chief Mohammed Dahlan met with a senior Israeli defense official, Maj. Gen. Amos Gilad, Palestinian officials said. Israel Army Radio said they discussed an Israeli offer to turn security in parts of the Gaza Strip (news - web sites) over to the Palestinians.
Overnight, Israeli forces blew up the home of a fugitive with the militant Al Aqsa Martyrs' Brigades near the West Bank town of Nablus. The army said Salama was responsible for several attacks.
Israeli forces reinforced with tanks and bulldozers also destroyed four houses where 65 people lived in the Rafah refugee camp in Gaza, Palestinian security sources said. The army said it destroyed three abandoned buildings being used as a base for militants to plant explosives on the nearby Israeli-Egyptian border.`

Wow, what a childish little bickering match. Now of course LuvdemShrooms you are technically correct in the way you phrased the subject not to mean you thought all Palestinian where scumbags. But when was the last time you saw any major newspaper or reputable journalistic source title an article that generally. If five black men gang rape a little girl, you will never see the report titled "scumbag blacks," or imagine the uproar on a title like "Those Scumbag Jews." Now while you might have titled this on the innocent grounds you claim, it wouldn't be a completely idiotic mistake to misinterpret it.

I gotta agree with DeepDish. Although you clarified what you meant in the post, the title was clearly anti-Palestinian. I used to buy the American (Jewish?) propaganda that Palestinians were all scum, until I went to a racially diverse college with a bunch of these "scum". In listening to both sides of the argument, I quickly realized the terrible conditions the Israelis force the Palestinians to live under, and the complete lack of concern from many of my Jewish classmates (although some were more compassionate).
Neither side can claim innocence, however, and I am NOT saying that Palestinians are without blame (they are). But the American press is unfairly biased against them, and therefore most Americans are unfairly biased against them as well. I went to a paper that seems to look fairly at both sides (The Guardian), and was going to post a list of negative headlines about Israel this year, but there were so many, I stopped after just ten days worth of articles (you get the point). The Guardian had just about an equal number of negative Palestinian articles, so I don't think they are unfairly biased.

While the title is technically correct in that this reportedly involved scumbags who were Palestinian, what other reactions did you expect? From what I've read, you're smart enough to know that what you wrote could be easily interpreted in another way, so why did you do it? Was it a deliberate ploy to get a rise? Or was it some other reason we haven't thought of?

Palestinians shouldn't have left their land in the first place. Why did they leave their land? Oh yeah, Syria and Egypt wanted to help them erase Israel. I hate to get off the off topic topic, but some salient points. First, in a strictly grammatical sense the order of the two words scumbag paestinians does make a difference in the actual definition of the word-phrase.
Scumbag palestinians does imply that all palestinians are scumbags, whereas if you reversed the order, palestinian scumbags, merely refers to the country/nationality which the scumbags are from.
Much like trashy europeans implies all europeans are trashy, while the phrase euro trash is talking about a specific subset of europeans.
Now, for a little history lesson: that area was part of a larger kingdon that disolved after world war one (that kingdom, the ottoman empire, now does not exist in any form). The people were there to begin with, and the israelite's, who managed to get deed to their land in the UN split up of that area after world war2 ended up driving what they considered to be british occupiers out of their country by emplying . . .
yes, you guessed it! Car bombs and bag bombs directed against military and civilian targets. Menachem Begam was one of the 'freedom fighters' that was in charge of this policy, so it is no wonder the Palestinians feel at home using it.
There are differences though; many of the hard line palestinians want not just an end to occupation of palestien but to drive the country of isreal into the sea. The isrealites will not, like the british did, leave that area for they feel it is their homeland.
Until both sides start teaching their children tolerance and compassion the violence will not end, and that has still not happened.
