Could be a lot of reasons, pics would help. If they are drying out, which I doubt, you aren't prepping it properly. My guess: bad syringe. But popcorn is tough to work with, get some rye.

Does your popcorn get slimy looking? After a 12-24 hour soak and around an hour simmer the kernels should be soft enough you can dent the outside by pressing a fingernail into it.

you aren't on my ignore list, never have been, Doc. they're not slimy and it smells fine. instead of a PC fractal sterilization was used. but everything was sealed anyway so the water content inside the jar should remain the same either way.

I have the same problem. My only fail-proof solution has been to use pints

Have you tried shaking it at 20%?
Are you allowing gas exchange?

The most likely cause is bacteria contamination. Popcorn has bacterial endospores which can survive pressure cooker temperature. If you used any other sterilization method than a pressure cooker, the odds are about 99% against success. (fractional sterilization does not work with popcorn) If you used a pressure cooker for at least 2 hours at 15 psi, your chances are somewhere around 50/50. RR
