Colonization stalled?

It's my first time using a double tub and spawning to horse manure.  The manure got about 30% colonized, and it seems like it just stopped. I don't know if it's the temperature or what I'm doing wrong.  It's in two tubs, taped together with holes drilled in the sides and polyfill stuffed in them.  I put a blanket over it cause it's a little cold in the basement closet, but not that much different than the rest of the house.  Any ideas on how to make the colonization take off?

possibly overly wet, could be alot of things though.

I wouldn't put a blanket over it that could stop gas exchange and it's not going to warm it up really anyways. Could have stalled from no gas exchange.

If it went quickly to 30% and just stopped, you are more than likely dealing with a contamination. Was your manure properly pasteurized?
