To Bury or Not to Bury

What's up?
A friend of mine seems to be in a bit of a pickle.
I was hoping I could get some advice for him from you guys.

He recently started up a tub, and things were going just swell until right around pinning/harvest time when fungus gnats entered the picture.

He's been killing a dozen or so daily just to get what he can from harvest.
As of now, he's gotten about half an oz over the course of a few weeks. (He figures the low yield is due to gnats feeding off the sub)
Now it appears green mold could be making an appearance.

He's thinking of burying the substrate with some horse poo.
But he doesn't know if it is safe to with the fungus gnats.
He's heard contamed substrate is safe to bury but he doesn't want to contribute to the fungus gnat life cycle.

He's seen no larvae on the sub or in any of the fruits so he's pretty positive that they are using the tub for shelter/food/a good time.

So should he go with burying the sub? Or is that a no-no with bugs?
Any advice or input would be greatly appreciated.
