Finishing cakes help, possible dryness issue

On tuesday (5/1) it will be seven weeks since PF jars were inoculated. They are coming along well and seem to be right on time for the PF timeline and other experiences. They are colonized 100% from about 2/3's of the way down in each jar. Above the 2/3's mark there is little growth however some of the jars mycelium seem to be creeping upwards.
I prepared these jars to the T following the PF tek and my substrate dropped 1-2 drops of water out when i squeezed (the absolute shit) out of a handful. They were loaded w/ a dry verm barrier then PC'ed with foil on the lids.
@ inoc the foil was discarded and then the jars were set in an old mono tub to colonize.
I hope there's enough detail, now for my question (theory):
Has anyone ever experienced their sub drying out in the weeks of colonization? It seems as if the top layer of sub (the top 1/4-1/3) dried out and the myc is not colonizing up it (or doing so very slowly), almost like now i have a double thick layer of the dry verm...Imagine filling a jar 2/3's with sub, 1/3 with dry verm and what that would look like if the jar colonizes...that's what i got.
What should i do about this? Give em another week and see what happens? Dunk 'n birth em and just cut off the top of the cake that isn't colonized?

Are you talking about the dry verm layer on top? If so, it doesn't colonize...it is a contaminate barrier.

Im not talking about the dry verm layer specifically, but just under it there is another area about as thick as a dry verm layer that is extremely slow to colonize and its on pretty much every jar but its still creeping up a lil bit in spots...I'm thinking the jars dried out some and now I have a double thick dry verm barrier, as i already mentioned...Here's the pics so lets get some feedback

Metabolites and early pinning seal the deal in my mind. They are generally signs of contamination. I'd birth them, and wash away the uncolonized stuff under running water. Rub it with your thumb, it might go deeper than it looks.
Then dunk and roll and proceed as normal. May or may not fruit, but I believe that's your best chance.
