So hopefully I can start a trend in my area and improve our storm drains. I want promote an easy way to attach steel mesh to the mouth of the drain to keep cigarette butts out of the ocean. The mesh is extremely cheap and easy to find, I just don't know how it would attach to the concrete. I guess you could fold the mesh a certain way, and not even need to attach it, but that sounds tricky. Maybe JB weld? I just want to save the environment, through a DIY revolution.

A drill and self tapping screws? I work at a lumber yard you'd think I would know this. I know for certain there are special screws to use for concrete. Go to a local hardware store and ask some questions man. I applaud the effort!

The officials will have a field day with you should you get caught.
Rightfully so.
Those who live near the flooded areas you create will have a field day with you as well.
Rightfully so.
All in all, a very stupid idea.

Good advice, but I just looked up some different types of screw and they all seem like a bit of a hassle. Especially the ones with anchors.
The thing is I don't know how, let's say, 'lawful' this project is. If I were to go out and install six of these filters in one night, for instance, I wouldn't want to be drilling and drilling and drilling...
I want to be like an environmental batman,

No-one ever thinks they'll get caught.
Hopefully... you will.
And even then the laugh will be on you. As soon as the grate is pulled all the shit that was trapped by your stupid move will run right down into the water anyway.
Fines or jail for you, massive trash influx into the water.

Yeah gotta agree with simple logic there, luvdem, there is a reason a storm drain is big and fat and can swallow skateboards..
Blocking drains seems somewhat counter-intuitive. Why not sit by the ocean/river and gather them as they come out? Complete waste of time but about as effective as mesh.

I was just think a simplified version of one of these wouldn't hurt. I doesn't even rain that much where I live (about 8 inches anual).

Are you trying to block off big ass storm drains like was said above? the ones you can stick your arms through? For some reason I was thinking of the little tiny circular ones that some people have in their driveways... don't ask me why, I was in class before and not thinking. I'm thinking those wouldn't be damaged by the screen, cause they don't receive much volume regardless... Don't go blocking off those big ones man, they are there for a reason hahaha.

You need a hammer drill and either self tapping screws or hilti anchors.
I agree, this is a terrible idea.

I assumed that water passed through a filter at some point before entering the environment.
Now that I think about that, it would be too simple. theres no way theres a filter there.
