I don't know exactly what the criteria is for rhyming words I do know when I pronounce it it rhymes shouldn't that be good enough? Slant rhymes are still rhymes.

My definitions of rhyme come from writing.. there near rhyme is rhyme. All perspective I guess.

I did some research (wikipedia'd that shit).
Turns out that there are so many different kinds of rhyming, that "Sorry" and "Charlie" fit into not only one but SEVERAL different categories. OP wins the bet by a long shot.
"Perfect Rhymes" masculine: a rhyme in which the stress is on the final syllable of the words (rhyme, sublime)
feminine: a rhyme in which the stress is on the penultimate (second from last) syllable of the words (picky, tricky)
dactylic: a rhyme in which the stress is on the antepenultimate (third from last) syllable (cacophonies, Aristophanes)
"General Rhymes" syllabic: a rhyme in which the last syllable of each word sounds the same but does not necessarily contain vowels. (cleaver, silver, or pitter, patter)
imperfect (or near): a rhyme between a stressed and an unstressed syllable. (wing, caring)
semirhyme: a rhyme with an extra syllable on one word. (bend, ending)
forced (or oblique): a rhyme with an imperfect match in sound. (green, fiend; one, thumb)
assonance: matching vowels. (shake, hate) Assonance is sometimes used to refer to slant rhymes.
consonance: matching consonants. (rabies, robbers)
half rhyme (or slant rhyme): matching final consonants. (bent, ant)
pararhyme: all consonants match. (tell, tall)
alliteration (or head rhyme): matching initial consonants. (short, ship)
On top of all of those, there are even words that rhyme that don't sound similar but only LOOK similar, they are called "Eye Rhymes" and are words like this: -"Cough" and "Bough" -"Love" and "Move"
I say OP won the bet by far. seems just about anything can rhyme with another word in one way or another...

Half the shit in the list isn't rhyme... alliteration? Definitely not rhyme.
There is the perfect rhyme and then all the shit somewhat sort of related to that they stick in a "general" category. That's why they made up all these little "sub-categories" to begin with... because they aren't really rhymes.

On the contrary, it is a type of "Slant Rhyme" I know it's dumb but it's "technically" correct.

A lot of good stuff has come up so far. I wanted to point out something that a few other people had touched on: depending on one's accent you might use one of at least two vowels to say 'sorry' chances are preeeeetty high that you're not making the same vowel sound in 'Charlie' (you can look into lip-rounding and such). The vowel sounds are pretty similar from me because I'm from the southern United States but people from Great Britain probably think they sound waaaay different.
They kinda rhyme, it's definitely not perfect rhyme (which I think is what most people mean when they say that words rhyme).
