Trying to get them to Pin, Does everything look right?

The Jars where Inoculated on Jan 20th and Birthed on feb. 10th, They have not started to pin yet but I am seeing them grow out into the bottom of the Double Casing Layer. The RH is between 95 - 100 except when fanning and temp is around 65 - 70. The blue ones in the first pic where birthed 2 weeks before the white one and re-dunked them (hence the bruising. the later pics are with them hopefully recovering. This is the 1st grow attempt and decided on Penis Envy, I hear it was slower but I'm not sure if their are signs of anything happening yet. The last 2 pics are the past 2 weeks in the Fruiting chamber. Is there any advice to give to improve? Does it look like they are on track?

*The major pinning triggers are in order of importance, full colonization, a decrease in CO2 levels due to increased air exchange (not gas exchange which is minimal), a steady rate of evaporation from the substrate or casing layer, and lastly, light<<< copy and pasted from RR's notebook

There must be evaporation of moisture from the substrate for pins to form. A waterlogged substrate will just sit there forever without pinning. Even in 99% humidity, as long as you provide fresh air, moisture will be evaporating away from the substrate, and this is necessary for pinning. We mist to replenish the lost moisture, and then allow it to dry slightly before misting again. This keeps the moisture content high, and keeps the humidity at the casing surface near 100%, but at the same time provides the evaporation of moisture that is a very important pinning trigger.<<<<RR's Notebook

If you have them in a SGFC only mist the walls. Don't mist the cakes...
It has worked before quite well.

that is a long time .. even for PE.

The only time ive seen a cake look like that was when i tried to dry one out in the dehydrator. It wasnt a bright move

They looked dark blue from here, that was right after I re-dunked them and probably handled them very poorly. The later pics are about a week after and they seem to be recovering...at least I think.
