I moved out of my apartment on may 15th and I haven't received my security
deposit refund. Indiana state law says the landlord has to return the security
deposit within 45 days or they can't withhold damages.

The exit walk through with the landlord showed no damages. I can't find anything
about the penalties for not returning the deposit other than not being able to
withhold money for damages which there were none.

What should I do? I want to sue them (and win) for acting in bad faith, damages, pain and suffering, and whatever else I can.

I still haven't gotten my security deposit back from my apartment. I moved out 70 days ago and have called them three times.
They may pay me soon, they said they were going to mail the check last friday and it is now thursday. Is it likely that if I file in small claims court that I can get damages after they have paid me.

It is not true. In order to operate a motor vehicle on public roads you need a driver's license and the vehicle needs to be registered and display a proper license plate. You also need to have proper insurance.

Those are probably definitions for the document they are contained in not universal definitions.
It says "Definitions.—In this chapter, the following definitions apply"


Anyway, I am not  a lawyer and don't really want to debate this stuff.
