Smart to remove casing?

Ok, so Ive spent a few hours searching for information and input on my situation, but i cant find someone with the same situation, or at least i cant find chatter about it on the forums. So im gonna try my chances with getting quick feedback from anyone willing.

I currently have a few tubs with a fully colonized substrate consisting of 60/40 coir/verm, 3-4 inches thick.  Once the tubs had become fully colonized, which took 5 days, i put a 1/2 - 3/4 inch thick casing layer on top, 50/50+.  For whatever reason, im guessing pH is off, after 3 days, the casing has not even started to colonize the casing layer.  I am going to let it sit 2 more days to see if any progress is made, but at this point, it doesn't seem like the casing is going to colonized properly. 

Because my substrate is coir, im afraid of overlay forming on the bottom layer of substrate, preventing me from getting anything out of the tubs.  In order to avoid this i want to introduce the tubs to fruiting conditions, but since the casing layer hasnt colonized, i am wondering if removing some, or all, of the casing layer would be the right thing to do.

I am capable of keeping my fruiting chamber at whatever humidity i need, and consistently.  Really, im trying to figure out if the uncolonized casing layer is going to hurt my yield, or rather, how much it is going to hurt my yield.  any help or information that others can offer would help.

I've never done casing tek only cakes but from what I understood about casing tek is the casing layer is just to protect the colonized layer from drying out you?
