Afghans shoot into heroin lead

The Afghans are back in the heroin business - big time.
Three years after the Taliban banned growing opium, Afghanistan is once more the world's biggest producer of poppies, which are used to make heroin.

Drug trafficking now accounts for a fifth of the country's gross domestic product, the United Nations reported yesterday.

"As a proportion of GDP, the figures are frightening," said Sandeep Chawla, head of research at the UN's Office on Drugs and Crime.

But although 75% of the world's opium is grown by Afghan farmers, "most of the heroin that winds up in New York City comes from Colombia," a Drug Enforcement Administration spokeswoman said.

Still, there are signs that Afghan drug dealers want a piece of the local action - a lucrative market that Asian gangs dominated until the Colombians took over in the 1980s.

Last month, the feds arrested nine men who allegedly smuggled heroin worth hundreds of thousands of dollars into New York by sealing it in the seams of traditional Afghan clothing - and mailing it from Pakistan to a post office box in Manhattan.

In 2000, when Afghanistan's hard-line Islamic rulers were more interested in exporting terrorism, the Taliban banned poppy growing and forced farmers to grow other crops.

But after the U.S. toppled the Taliban, Afghan farmers - under pressure from the warlords - went back to growing poppies and now produce about 3,400 tons of opium a year.

Chawla said Afghanistan's opium was worth $1.2 billion to its farmers last year, while traffickers made a further $1.3 billion - still a fraction of its street value.

Afghan President Hamid Karzai declared a ban on production of illegal drugs last year. But like most of his declarations, it has been widely ignored.

Chawla said that without international aid, growers are reluctant to abandon their most lucrative cash crop.

I'm sure they said that around 85% of all the heroin in the UK and Ireland has been supplied by the Northern Alliance in Afghanistan since the 1990's.
