Pressure cooking rye berries

This is a basic question, and I've searched and searched but can't find the answer.  When pressure cooking rye berries do you add water to the jar?  It seems having the rye dry on the outside is something you want to have so it would seem counterproductive to add water, but I don't know much about pc'ing or if water in the jar is something you need.  Thanks in advance.

Wash the grains in hot water until the water runs clear.  Soak them overnight.  Boil them vigorously for 10 minutes, and then immediately dump the boiling water/grain mixture into a strainer so that it "flash dries".  As far as your rye preparation is concerned, you are now done with water (except, obviously, for the water you put in your PC to steam-sterilize everything).

Load the grain into jars and pressure cook for 90 minutes at 15 psi (do not add water to the jars).

Pressure Cooking at such a high temperature that literally infuses moisture into the grain itself, when it may appear dry. Before the moisture can be infused with the PC, you have to do a proper soak....

I just put my rye berries in a pot with double water.
bring to a vigorous boil for 5 min, and let soak for 5 min.
rinse, rinse, rinse, then let drain dry for 5 min.
Jar alone or with additives, and PC for at least 75 min.

Some Rye berries may burst, which is okay. if over 10% have burst, there is too much soak time....
