I believe it is up to the individual.  In my case yes it should be 100%

Why not make overeating illegal?  Or unprotected sex?  Or mental illness?

I'm not trying to be patronizing but as a recovering addict I find the idea offensive.  Addiction is and should be treated as a mental health problem.  Stigmatizing addicts by making addiction illegal will help just as much as throwing them in prison, destroying their employ-ability with a drug charge, kidnapping their kids because they smoke weed, and on and on.

Addicts need help and compassion not more ways to accelerate their difficulties.

My intent is to lessen this problem for future generations. It would not immediately cure every problem caused by addiction. It would be a fresh approach for government intervention in societal issues.

Your intent is completely irrelevant to the practical value of the measures you propose by which to fulfill your intentions. In this case, there is none. :grin:
Addiction falls into the category of human behavior, into the category of human experience. Addiction is caused by the way in which one's cognitive system functions. The government has absolutely no reason to be involved in the course of the personal lives of citizens in this fashion. We can be addicted to drugs, we can be addicted to coffee, we can be addicted to television, we can be addicted to hookers, and it isn't in any sort of fashion a criminal problem. Addiction in itself doesn't harm anyone; that'd be a question of how an addiction manifests in one's behavior. And that behavior can be judged by the merits by which all behavior is judged. Because, in case you weren't aware, there are all sorts of addictions which do not result in any kind of problematic behavior. :shocked:

Thought-crime is thoughtless. Positively thoughtless. Thank god for cognitive science. You know, clever insight based on actual information on the mechanisms as to why things function in the ways in which they do. :smirk:
