I'm felling down

My friend has 8 cakes in an aquarium at 98% rh and 74 degrees with 6 hours of indirect flourescent light per day and an air pump for gas exchange with a few holes in the roof. He decided to put his perlite inside 3 containers which happend to cover the bottom of his aquarium perfectly. The containers are about 2 inches high filled with perlite and some water, etc. His project has been completely stalled for the past month due to delayed pinning of the cakes (only two have pinned and the fruits didn't get anywhere) He's extremely frustrated. He thought that the problem was condensation raining down on the cakes from the roof, so he fixed it 5 days ago with a pf-style drip-shield. Today he went to check up on the fruits and they had shown no activity!
So...please help him. Remember how he said he was using an air pump for gas exchange? Well, he's thinking that it's not doing it's job too well because the co2 is sinking while the oxygen just keeps circulating in and out on top of it. Remember those perlite containers? They have space around them (2 inches deep). Could this recess be holding co2 and ruining his project? Should he just dump the perlite out into the bottom of his aquarium? He needs your help

Try putting your exhaust vents near the bottom of the terrarium.
You might also add another pump to your setup - the one you have might be insufficient, depending on the size of your terrarium. Or you could just supplement the pump with a good manual fanning 2-3 times per day.
Forget the drip shield - that's not your problem.

What about his perlite containers leaving all that extra space for co2? I can't put exhaust vents near the bottom because it's all glass. Can I put a CPU fan in there 24/7 hooked up to a 9 volt? Will that do the trick?
