· Strong but ambient light is the best. The less shadows that are on the object, the better. Remember, you scan only what you see. If a part of an object is obscured from all view-points or is in shadow, this part will appear as a hole in the scan. You can use a flash if the lighting is not good, but be consistent: if you start with the flash, do the whole scan with it.
· Use as low ISO as possible. You do not need noisy photos – all the noise will appear in your scan!
Any suggestions for a <$100 camera that would be ideal for this?

Any will do. Second hand is an option too. The requirements this services poses are matched by literally every digital camera that is on the market today.

I want something that has manual features. In other words, I want to turn off anything "automatic" and set everything manually.

That eliminates quite some models, especially in that price range...Do you prefer any specific brand? Not that it matters any at this price level, but some people have strong preferences in this respect.

No preference to brand. Just good quality pictures, and a camera that will let me control focus and white balance, and ISO and shutter speed, etc...
I mean, I would want that for this, right?

Autofocus is usually ok, white balance control is definitely an advantage in this application, and ISO control is present on just about every camera I have come across, which is also true for exposure control. You don't actually need full manual control, although it may come in handy to ensure similar exposure in an array of images. You could look into the IXUS line of cameras produced by Canon, for example. Or just keep an eye on any specials of your favorite online of brick&mortar store

Look for a secondhand canon powershot compact. They are good and have all manual settings you probably want.
