Basically, from what I gather(and I may have missed something due to my ADHD), he's saying that the bottom 20% are the top 20% at a different stage in their life. In other words, they're High School and College kids working minimum wage jobs(or not working) and have yet to establish themselves. I belong in this category.
HOWEVER, this group is not the group that concerns me. In case you haven't noticed, there are actually people in REAL poverty who will NEVER be anywhere close to the top 20%. These are the people who are getting the short end of the stick, with inferior public schools, biased standardised testing, and general apathy towards them.
