That is correct, although most new users luckily put in a little more effort in terms of research than this. There's a plethora of information already on this site and other parts of the internet that can explain in great detail what to look for, when and in what sort of locations.

You'll need to wear boots in order to not get your socks wet.
Look, these are the species that occur in your area; I included the habitat they occur in in parentheses. Gymnopilus aeruginosus (woods) Gymnopilus junonius (woods) Gymnopilus luteofolius (woods) Panaeolus cinctulus (well-manured lawns and piles of dung/manure/rich compost) Psilocybe cubensis (in pastures on cow patties) Psilocybe caerulipes (woods) Psilocybe plutonia (woods)
They're all more or less in season right now. Your best bet are ps. cubensis, pan. cinctulus and the gymnopilus species. Do some research on those and go out and look for them. That's the only way to get there.

Anytime of the day. For cubensis I would say about 24-48 hours after a heavy rain.

You can go anytime. I have found them morning, noon and night. I prefer the morning stillness myself, but it's your preference. It would also depend on where you plan foraging, that in itself may help determine when you should go.
I would heed Koraks advice though, and do some research. A single google search alone would take less time than registering on a site to post a question and wait for responses. As a noob myself, I understand the excitement and wanting to just get my answers quick and easy, but you'll find a lot more respect when you put in some time and effort on your own accord. The guys here are totally cool, and everyone loves to help and see what others have come across, but you gotta show some dedication to learn.

Yes. Just like everywhere else.

No man. Around noon, they pop back into the poop to have some lunch. Also, they sometimes go down back into the ground in pairs to make sweet mushroomy love. They have elaborate vacations too, but they have an alternating schedule, so they won't be all gone at the same time. Except on holidays, such as Mushroom Liberation Day, Birthday of the Great Fungal Ancestor and Poop Descent Day.

Smaller species can dry out if the weather is warm/dry, but ps. cubensis are usually so big that they don't dry out to the extent that you can't find them anymore.
