Any moderately simple to advanced image editing program can do this. E.g. the Gimp. Just find out the measurements of the medium (e.g. cd case is something like 12x12cm), your printing resolution (say 150, 300 or 600 dpi) and perform the calculus to find out what the target size needs to be. E.g. our cd case example: 12cm = 4.8", assuming I want to print at 300dpi, I would need an image of 300 * 4.8 = 1440x1440 pixels.

Gimp has rulers too, but you don't even need them.

open the file with gimp
click the scale tool
select your preferred measurement method (default is pixels)
put in the physical dimensions of your object
then print

GIMP has that useful feature called print size.

you can have whatever size/resolution picture, just set it's print size then you're done.

could it be that what you're looking to resize doesn't have the desired ratio? like you've got a 100x200 something, if you resize it in half it'd still be 50x100, you have to break the ratio chain (scale function in GIMP, there's a chain link which breaks by clicking on it) to have it 50x75 and the result may still be unpleasant.
