France can actually land their forces on another continent much easier than the Russians can. I don't think Russia has any seaworthy carriers anymore, but I am not entirely sure about that.
ICBMs will allow you to obliterate something far away, but not control it, so is not really the same thing. There is no credible threat, for example, that Russia would actually nuke Iceland in a heated dispute. Iceland can therefore ignore those nukes. Russia would need blockade, invasion, or some lesser punitive abilities to project power into that area. I'm sure they have some, but not much.
France had the ability to force their will on the Ivory Coast several months ago. That is a classic example.
There's a good article on Chinese power projection here: http://www.comw.org/cmp/fulltext/reecechina.pdf
Quote:
There is no "official" Department of Defense definition for power projection. For the purposes of this paper, power projection is defined as the finite application of military power by national command authority to achieve discrete political ends outside the borders of the United States, its territories, and possessions.1 Power projection spans the spectrum of conflict, including operations that fall short of war.2

France has a carrier? Do you mean Aircraft Carrier? This is news to me...I know Britain has like, 1 wanna-be carrier. And what REAL use would Russia have for an invasion fleet? I guarantee that Tjikistan, Krgystan, Georgia, Chechnya and a few choice others are much more scared of Russia...

Is there any place in Canada like Southern California?

Yeah...inside West Edmonton Mall...they have a beach and waves... Actually, oddly enough there is a beach in Winnipeg that is known as one of the best beaches in the world...it has white sand. I can't remember the name off hand but I always found it odd that they have a world class beach in one of Canadas coldest cities...

Nope...it was definitely the one in Edmonton...it's the largest Mall in world. They have an amusement park, a water park, 2 movie theatres, an ice rink, a hotel, a bowling alley, a bazillion bars...and oh yeah...a few stores. ;o)

Of course they are. Russia is the biggest regional power, and is still quite potent in their own backyard. They would have a tough time fighting a Falkland Islands type campaign, though. That's the difference.

Indeed, and when Britain fought said war, they had a damned tough time. They werent even completely sure they WOULD win. I'm sorry, I just dont see France as any sort of national powerhouse... America China Russia In that order...Although China, if they got their asses in gear, could be twice as strong as us. China scares the fuck out of me, and the President, I'm sure.
