Greek Government Proposes Drug Decriminalization
August 12, 2011 - Drug War Chronicle

The Greek government is proposing to decriminalize the possession of drugs under a bill sent to parliament by Justice Minister Miltadis Papioannou, the British web site Talking Drugs reported this week. Under the bill, drug possession would be decriminalized as long as the drug use does not affect others.

The bill is a response to continuing high drug overdose numbers—more than 300 deaths a year in recent years—and high levels of imprisonment. Some 40% of Greek prisoners are doing time for drug or drug-related offenses.

Under the proposed bill, drug possession for personal use would qualify only as "misconduct" instead of a more serious criminal offense. The decriminalization provision would also apply to people growing marijuana for their personal use.

The bill would also guarantee the right to drug treatment, including for people currently imprisoned. People deemed "addict offenders" by the courts would be provided treatment instead of being jailed.

Under the "treatment not jail" approach, addicts would be admitted to an approved treatment program for detoxification, then granted deferred prosecution and conditional release under a drug monitoring program. It is unclear what would happen to addicts who relapse while in the program.

The bill does not legalize the sale of drugs, which would remain a felony offense. Like other decriminalization schemes, the measure would make life easier for drug users, but would do little to reduce the deleterious effects of the black market in proscribed substances.

How ironic that they are just now considering fair drug laws, after their contry was racked with riots and financial crisis.
Hopefully their neighbors in the EU will learn from Greece's mistakes.

Ok spend 100 to take it to a dump graveyard. Fuck come up with something. That is a good example right there to not make drugs legal. So the government doesnt have to pay for the body.

This is a step forward but a terrible bill. We, the people of the world have a right to use recreational drugs - think coca, cocaine, methamphetamine, mushrooms, LSD, peyote, marijuana, opium etcetera.

How else are we going to get recreational drugs if we cannot buy them? Does this bill allow growing and making your own?

What with Greece being financially fucked, it really should consider making a quick buck from drug tourism.

It's not as good as full legalization but that is a step in the right direction. Pretty cool bill.

Keeping people in jail or prison costs a whole lot more than that, so by your logic alone it should be decriminalized.

My town has famous musicians play in the local park. They're paid by a tax on houses, called an assessment. You either pay for the musician to come, or you lose your shelter.

I've paid close attention to demands being made by "revolutionaries," worldwide. Rather than more fundamental rights of self ownership, resource independence for the individual, privacy of property, a sound medium of exchange, they're (reportedly) asking for bread, circuses, green space, and the right to self medicate.

(Please pardon my terrible typing.)

About time.  But as the article states, it won't change the black market.  Far more drastic measures are needed to deepen the impact...
