Dude, that is most definitely not a poppy.
It doesn't look anything like a poppy at all
Papaver somniferum has very lettuce looking leaves, that plant doesn't
Poppies have seeds IN the pod, so it's not possible for a poppy to produce seed, and not produce pods.
It would be like saying "Check out these orange seeds that my orange tree grew without growing any oranges!" - Doesn't make sense right? Fruiting plants bare their seed inside them, it's one of the traits that makes them a fruiting plant. This is why a tomato is a fruit, and cucumbers, and technically strawberries aren't because their seeds are on the oustide, anyway...

A lot of poppy seeds look different and are in fact different colors, so that's not necessarily a good determining factor

Put a piece of the plant in a piss test and see if it fails for opiates. jk

You planted what looks like grass. It's really hard to tell anything about the shape of the inflorescence from the blurry pic provided.

ive never heard of grass dying from damping off fungus tho. actually, ive never heard of grass dying from any fungus.

Well you don't hear much I guess. There are many other examples. And it's actually not a grass, but I can't tell what kind of plant from the scant visual info provided. Could you get a closeup of an individual flower?

You shouldn't have planted it in a super small pot like that in the first place as Poppies do not transfer well because of their super sensitive tap-root
I really hate when people ask for advice, and then proceed to argue.
I gave you 4 or 5 perfectly logical reasons that it's not a Poppy. Trust me man, not a poppy.
The good news is, poppies are super-easy to grow. Order some more seeds, because perhaps your vendor is bunk as well, and plant them IN-GROUND, they do best there for sure. If you don't have the option to plant in ground, use the biggest pots you can find.
