Oh yeah, I tried to post a pic of my subpanel, not sure how to link it up. Peep it in my photo gallery if you want in the meantime. 20amp 240v. isn't enough for the wattage you are going to use. Loading the circuit all the way creates unnecessary heat.

red snapper seems to know what he is talking about, and I'm not trying to step on his toes, but yea, 1000 watts under at max draw, when the starters are charging most of the time, it should be more like 1400 watts under. I don't see a problem, but I'm not an electrician. You could sign on over at the growery, and ask them. Some of those guys have multiple light set-ups, and probably know more about it than I do, I'm just a psuedo-scientist, not an electrician

I'm no electrician either but I star as one on the internet, though I have had my work double checked by a professional. The subpanel ensures that the electrical load is spread out to the outlets evenly balanced as to not create an outlet that is getting more amperage. Which I have witnessed built into other systems and continuously fry the older magnetic core ballast. Where teh newer digital style ballast are supposed to shut down before overloading.
Protect your lighting investment and your house from fire what ever you do. If the cops or fire department do wind up showing up one day, it looks better for them to say it was a sophisticated, professional setup better than faulty wiring and said fire hazard. (This comes from experience dealing with such entities!)

thanks for all the good info guys/gals
my roomy seems to think with all 5 outlets being wired as close as possible to each other, that the displacement of electricity should be as even as it can get, w or w/o sub panel, regulators, etc etc
but now im nervous thinking about these older magnetic ballasts 
i think i will post over at growery, can never have too many opinions on an unsure subject... well i guess more than one (the right one) opinion can be too many

can i recap here, and you verify?
-i have a in home panel wired for 240v, with [TWO] 20amp fuses -currently nothing is running on this, other than an empty outlet -i have [FIVE] 600Watt magnetic ballasts rated @ 2.9amps each -i have 50' of 12AWG 20amp wire wired to one end is a male 240v plug wired to the other end will be [5] 20amp outlets(each with 3 terminals, ground,+/-) -i need to wire all outlets together in parallel fashion -
