How come the dry verm layer doesn't get wet during sterilization? ...or does it get wet but it just does the job anyway because there's nothing of substance for bacteria/mold to grow on?

I'm a growing noob and forgot to put the tinfoil layer on during sterilization. And was worried about water getting in so I checked and it did at the holes the verm was wet. But that's without the tin foil layer. I know its not really any help but I'm curious about this too

It shouldn't really be getting wet. And most teks call for the jars to cool off in the sterile pot/PC, which should allow any dampness that might end up on the verm to dry. Wet anything harbors contaminants.

It doesn't make sense to me as steam sterilizing will cause vapour in the pot to rise and get into the verm layer. Cooling won;t necessarily make it go back down as the point of the verm is to hold moisture.

You're heating by jar contact with the steam, not by the steam penetrating the jar.

But it sits in a pot on a stove and even if you put a cloth in below, the water is going to heat the bottom of the jars heating the inside and making vapour.

NO your jars will not fuck up because you steam them. We had a similar dumbass discussion not long ago and I told you then and there; just follow the TEK.
Ive steamed dozens of jars and my Verm is just fine. Why do you worry?

I don't quite think it works like that, but my physics knowledge may be wrong.
