Just wondering if in a worst case scenario you had jars that didn't fully colonize could you birth them, scrape off/cut out all uncolonized cake portion and then dnr viable mycelium and plop in an fc? Not sure if I will run into a problem like this, but reckon I would try to salvage best I could if I did.

Like he said it is a possibility but your contam risk goes up. It really depends on how much is uncolonized. You can also try flipping the jar upside down and leaving it for a day or two to see if that helps. If the problem is that there isn't enough air getting to the uncolonized part this will help a bit but not always the case. You can also search around for tips on putting disinfectants in your dunks. I haven't done that so I can't really comment but I believe you can dunk in fairly dilute H2O2 (peroxide) or even really dilute bleach solutions. That may help if you had a larger exposed spot from removing uncolonized cake. Again though, I have no experience with that particular technique but the info is there if you search.
