Capillary action draws the water up...or your water level is too high.

When I used to boil/steam my jars I would place a square of foil only over the lid of the jar. I would be careful not to allow the foil to go down the side of the jar. I would use a minimal ammount of water...about an inch or two. If the water got low I would add some more hot water to the pot.

I once got stoned and passed out on my couch. I awoke to an apartment of smoke. I had evaporated all of the water and burned the towel at the bottom of my pot to charcoal. I still have some 1/2 pt jars with carbon residue from that night.

If this has not answered your question you should explain in detail your procedure for preping and steaming your jars.

So they are less full after boiled? What kind of jars and what kind of substrate do you use?
How much water is there in the PC ?

Then use less water in the pressure cooker . Only 1/4 up the jars if you have problems.

If possible, you might want to try jars with lids. You'll be surprised at how much more consistant your results will be.

If canning jars are totally out of the question, try using a strong masking tape or black electricans tape to secure down your foil.

Try elevating your jars too. Remember, you're steaming your jars. They don't need to be submerged in the water. AFOAF has a canning pot, and when she did PF cakes her jars NEVER touched the water. She had a rack that came with the pot that suspended the jars above the water. The only thing that ever touched the jars was the steam. She was very successful! Here a pic of both the rack and the pot.

Your squares of aluminum foil are much too large and extend too far down the sides of the jars. Heating causes the air inside the jars to expand and when the jars cool, a vacuum is created inside the jars. If the aluminum foil is below the water level, the vacuum will suck water up the side of the jars and over the top. The foil should be kept well above the water level and there is no need to cover the sides or bottom of the jars.
