What do you know about offshore servers?

Im looking to purchase an offshore server to host my domain with the upmost privacy. I need a server which has terms of agreements to not under any circumstance release any information regarding the details of users on their server. Im not looking to spend more than 20$ a month, and all i'd need is the minimum bandwidth and space. Any provider based out of the US or Europe is out of the question. I've been researching into it quite a bit but its hard to pick through them all to find legit sources that arent scams, way to expensive, or private enough.
anybody have any knowledge on this subject?

Good luck with that... I'd like a goose that lays golden eggs, but I'm not holding my breath. I'd guess that Russia is probably your best bet... combined with a corporation in the Caribbean to hold you assets. However, post 2001, financial anonymity has become next to impossible.

If you are looking to create your own cloud, you might want to check out a Pogoplug. I have my Pogoplug plugged in to my router at home and I can access an external hard drive, I stream music from home while at work with my Pogoplug.
Pogoplug's new software can turn your personal computer into a personal cloud storage device, with no additional hardware required."
http://www.pogoplug.com/
Firefox has a addon called flagfox, in the url box it displays a flag of the country the website you are on is hosted in. I find that many of the file sharing server websites like filesonic.com or putlocker.com are located in foreign lands.
But you were very vague in how you wanted to use the server, so whats the deal???

wait, how do you turn your own computer into a cloud? I thought cloud meant you never have physical access to the hard ware you are using? if you used your own computer as a server, then accessed it from other places, wouldn't that just be accessing your own server?
maybe I'm mis defined on what cloud is

Cloud is a snazzy marketing term to describe servers.

In practice, yes. But the essence is that it decouples the platform from the application at some point. 'Cloud' usually refers to running an application on a collection of servers, where that set of servers is dynamic: the servers can be manipulated (new ones added, older ones removed, upgrades performed, new locations added, etc.) without the application being affected by it.
Nothing in the opening post suggests to me that we're talking about cloud computing in this topic, nor that it would be the most sensible or desirable solution.

The Cloud better defined.
In the past five years we’ve seen smart phones and tablet PCs taking the world by surprise. Now almost 50% of us connect to the Internet via smartphone or tablet PC. Gone are the days when we sat in our dens, computer rooms or bedrooms, tethered to a big desktop and explored the wonders of the Web.
It is not surprising therefore, that we find ourselves confused about things. Smartphones and tablets spurred the growth of the cloud. The cloud sounds like some mysterious new thing – but it’s been around as long as Web mail – a long, long time. But the cool-speakers found a catchy name and it stuck – so we’re stuck with “the cloud”. It means “the Internet” – it means applications that run from the Internet. It means storing files on the Internet. But there term “Internet” sounds as outdated as calling cars “horseless carriages”. You’ve got to be cool. So it’s “the cloud” whether we like it or not. Apple will soon have its own “iCloud”. (You’d think they’d get tired of the i-thing?)
