 "Best Place for African Americans to Retire" award?

what's the criteria for gaining this award, "Best Place for African Americans to Retire"? Was reading the wikipedia page for Johnson City, Tn. and saw that it was named #8 "Best Place for African Americans to Retire".
right beneath it an article placed it number 5 on the list of, "The 10 Least-Expensive Cities For Living in the U.S.A.".

The wiki page for my hometown used to say it was the home of an annual concert where Weird Al, Snoop Dog, Willie Nelson, NWA, and BB King were year after year performers. It stayed like that for over a year.
