Why do sinks in England have 2 taps?

I can't figure this one out.. Basically in Britain there are two taps in the sink. One is for hot water and one for cold.
I suck at using it. Its either too damn hot or cold so I just go with the cold tap.
Why is it like that? To save water or sumtin? Someone told me its because people plug the sink, fill it with water (using the 2 taps to regulate temperature) and then rinse their face. But who in the right mind would wanna do that in a public sink where everyone spits the snot and bodily secretions

I'm pretty sure a 2 tap system is common all the world over....our house has mostly 2 taps, the 1 tap versions usually suck out way sooner than the 2 tap versions.

yeah I have never seen anything but 2 tap system in bathrooms. My kitchen sink has one, that you swivel left and right to control temperature, but in the bathroom I mainly just use the hot water

weird, I've never seen any 2 tap systems in Germany, Spain, France, Italy and others across Europe.

I'm confused. Do you mean there's two spouts or just two things that you turn to make the water come out? Cause if it's the latter that's very common - it just depends on the faucet manufacturer, they can be made a myriad of different ways.

I don't think I've ever seen a two-tap system in the U.S.
*EDIT: I thought the OP meant two separate spouts, not just a cold and hot handle.

OP do you mean like this?

on second thought I have never seen one of these. Usually there's 2 handles, but the water comes out of the same spout...
this looks like a nightmare to use

You cant get warm water unless you're a pro and can transfer a handful under the hot stream quickly without losing cold water and burning yourself at the same time.

I would rip that sink out. i don't think I have ever seen something like that in all my life. Maybe in some movie or something where I wasn't paying attention... but that just looks like a nightmare to use.
1 handle 1 faucet, now that is doing it right.

I have this in my house, it suck when you say like washing your face.
I have to turn the hot on, and then let it fill up and then move it under the cold and then splash my face.
Its hard at first but easy when your used to it. im in south carolina
