It does support it, but not for each and every graphic card out there.
Download a new driver from the manufacturer?s website for your card.

Back many years ago, in the early days of NT4, Micro$oft included openGL support. People started writing games that worked under both Linux and Windows using the openGL API. The game Doom was one such example. Micro$oft, wanting to protect their monopoly, 'broke' their openGL implementation starting with SP3 for NT4. They also released their own non-open standard around the same time and tried to bully the developers away from openGL. The legacy openGL support is still there, but it is also still buggy.

If you want openGL, get a graphics card that supports it and has openGL drivers. There are also a few free implementations of openGL out there, but I have only played with them under Unix. I would assume they have been ported to Windows, but I am not 100% sure.
