California - Drug suspensions soar at City Schools

Petaluma City Schools administrators are searching for more answers regarding a steep rise in suspensions among students in grades seven through 12 due to possession and use of illegal substances during the past five school years.

Petaluma City Schools has seen a recent, steady rise in student suspensions due to possession and use of drugs, alcohol and other illegal substances. The numbers of students suspended is listed for each school year, followed by the grade levels, in parentheses.
2006-07 — 8 (7-8), 46 (9-12)
2007-08 — 10 (7-8), 86 (9-12)
2008-09 — 18 (7-8), 69 (9-12)
2009-10 — 18 (7-8), 118 (9-12)
2010-11 — 37 (7-8), 82 (9-12)
Marijuana possession and use have increased among PCS' younger students, as reflected by data from the past two school years.
2009-10 — 17 (7-8), 101 (9-12)
2010-11 — 26 (7-8), 68 (9-12)

“‘Why the increase?' is the question we're asking ourselves right now,” said Dave Rose, PCS' director of student services. “Our school board members became concerned after noticing a trend of marijuana-use cases involving younger students.

“This increase could be due to a variety of things. It may be due to more liberal medical marijuana laws and medical marijuana becoming more prevalent. More students now have a family member or friend who has a medical marijuana card.”

Petaluma City Schools uses several tools — including expulsions and suspensions data, as well as Healthy Kids and Project SUCCESS surveys — when addressing student behavioral issues.

Last month, Rose compiled data on student suspensions from 2006 to 2011 caused by violations of the Education Code, which relates to use and possession of alcohol, drugs and other illegal substances. The results showed that generally, there was a steady climb in student suspensions from the 2006-2007 school year to the 2009-2010 school year.

In 2006-2007, eight students in grades seven and eight were suspended, compared with 18 in 2009-2010, and 37 this school year, through May 3. Forty-six students in grades nine through 12 were suspended in 2006-2007, compared with 118 in 2009-2010 and 82 so far this academic year.
