dry it and ship it to the united states. i dont think a permit is necessary.
http://www.aphis.usda.gov/plant_health/permits/faq/fungi_faqs.shtml
i think that should be helpful. did your friend find the cordyceps or did he find a good supplier? if so how much is he paying? cordyceps are a great business opportunity.

I was thinking more in terms of getting a good culture. Are they able to be revived from dry? I've heard that it can be difficult. I might ask him if he can get a contact there.

Yeah it really depends on if he has access to dried fruit bodies or to fresh fruit bodies (to get a culture). If he has access to the fresh mushroom, then he needs to know what species of Cordyceps it is and clone it/clean it on agar before sending. If he has found someone with a culture (which I very much doubt), then there are a few ways to go about shipping. I would recommend getting further details from him about exactly what he's found.

The best is to put a fresh fruitbody inside a clean ziplock bag with some drops of water. Warning only the fruitbody not dirt or any soil because when you put a fresh fruitbody inside a ziplock bag who is also clean with 2 or 3 drops of water the fruitbody start sporulating during travel then you can use the fruitbody itself to make a culture from and you can use the clean spores what are sticky on the ziplock bag.
This is the way I had most suc6 with cloning Cordyceps species. And I isolate a lot of them
