Wow. Even if the dog was running at the cop, shooting it is not the right fucking course of action.
It is a fucking dog. It does not require deadly force. My dog runs up to people to say hello, would you shoot it in the head for that?

Run over isn't like being shot is it?
Run over is usually an accident. Being shot is an intention to kill, you don't really accidently get a gun and shoot someone dead. Its not really comparable to traveling dude.
