Did you soak in warm to hot water? The water temperature must be warm to hot if you only soak for four hours. Then the PC has to depressurize naturally.
If the hard crusty look is nothing more than just a dry skin on the grain, it should all be ok, especially if you initially shook the jars when taking them out of the PC.
I've sometimes ended up with the top of the jar looking somewhat dry and the bottom a little too wet. After shaking before inoculation and waiting at most a day for the moisture to even out, they would end up looking great.

Yes they were soaked in warm to hot water, and I left the jars in the pc about 45 minutes after 90min at 15psi. I took the jars out, and shook them and the grains were nice and loose. So you think I should wait until the grains even out before inoculation?

They didn't rehydrate, or they don't look rehydrated. Theirs moisture in the jars, but the grain just looks strangely white and dry

I soak overnight, about 12-16hrs THEN simmer (barely a boil) for 20 min. I have found myself in a pinch for time, and only soaked for 4 hours, but then I simmer for about an hour.
Simmering hydrates the grains pretty well, but keep your eye on them that they dont sprout

I did it again, but soaked for 24 hours, still same problem. I'm pretty convinced its not due to hydration... -Maybe the rye grain had strange chems?
