Verizon: Smartphone without data plan?

Do any of you know if it's possible to buy a smartphone but not upgrade to a data plan? I have pretty much the bottom of the barrel plan and I would upgrade but I know I won't use the internet very often, however, I have heard that you can buy a smartphone on the verizon website, activate it on your account and still use it, even being able to use it on wi-fi. After hearing about this I was extremely interested because I want a smartphone for the organizing capacity but not much else, although the idea of having wi-fi would be a nice icing on the cake.
I've searched around on the internet for this and I found one forum where people were trying it out (although this was in or around 2009) and one person said that using wi-fi on their smartphone with a non-data plan only used up their allotted minutes. Awesome, right?
So now I'm at the point where I'm getting comfortable with going through with it, but I would some more input. Anything any has to say about this is welcome....I'm pretty clueless when it comes to wireless services and products. Thanks

I dont know for sure, but I suspect it would work if you bought your own unlocked phone. That is what I have done with AT&T, its more expensive upfront but you arn't forced into any plan.

im fairly confident that you can only do that if you buy the phone outright, root it, then sign up for a plan.
i dont believe it will even go through the initial setup if it realizes that you dont have a data plan.

this has nothing to do with jail breaking a phone does it?
i don't know much about smart phones

Generally, in modern times, ALL smartphones require a data plan.
There might be some way around it by buying or receiving a phone outright, rooting, then cloning the ESN to a "dumb phone". I'm unsure what's involved with ESN cloning, but my impression is that it's relatively tough.

My plan doesn't require data, but I get it. I did by a non-subsidized unlocked phone, but haven't rooted or modified anything.
