You can scratch a circle in plastic which can eventually bore through it. You drill a small hole in the centre of where you want the hole. Now get some string which will not stretch easily, make loops in both ends, the length of string will be the radius of the circle you want. Now stick something in the middle hole, like a nut & bolt, now put 1 loop onto that, and the put something sharp though the second loop and keep turning it in circles on the plastic, do this over and over. This may take some time but might be less time overall than going to shops and getting holes saws or searching for tins. The scratching tool could be a drill bit or BBQ metal skewer.
If it is scored deeply enough you might be able to cut it with a knife, as the scoring acts like a guide for the knife.

All these great solutions, but why not just use the scalpel we have anyway 
I just always use plates n glasses or jars or lids when I need to draw circles. Haven't come across too many sizes I didn't have...

most scalpel blades are very delicate, so if anyone is using one be very careful, they are very easy to snap and as they are so light and under such pressure the broken tip can go flying. I know you said to heat it, and people will, but then can get lazy and be near the end of a cut and instead of reheating they just think "ah just a tiny bit left, just use more force".

any kind of department/home improvement/building supply store? should be about the easiest thing to find compared to verm, malt extract, coir, polyfill

It should be available at ANY hardware store that carries drywall. It's used to plaster up the boards after screwing them up to the wall, so you get a nice and even finish.

Lots of places for rye on google. I usually get a 25kg bag of ordganic when i do. This is the cheapest 25kg bag I could find on the front page of google.

RR says about 250ml of dry grain per 1L jar.
I just weighed 250ml = 200g.
